Who is eligible to receive Aged, Blind, or Disabled (ABD) Cash Assistance?

Adults who are aged, blind, or disabled and meet the criteria listed below may be eligible for ABD Cash Assistance:

Adults who do not meet the disability requirements could be eligible for Housing and Essential Needs (HEN) if they meet incapacity requirements. For more information, see:

NOTE: If the client has dependent children living in the same household, determine eligibility for Temporary Assistance for Needy Families (TANF) before processing ABD Cash assistance. If an active ABD client is now living with their dependent child(ren), see Case Specific Situations - ABD

How long is the Aged, Blind, or Disabled (ABD) Cash Assistance certification period?

The certification period for ABD Cash Assistance can be up to 12 months.

How do I know which type of Aged, Blind, or Disabled (ABD) assistance a client may qualify for?

The columns in the table below are defined as follows:

  • Program Type - Assistance type that a client is eligible for which may be Aged (A), Blind (B), Disabled (D), or ABD (X).
  • State/Federal Funding - Indicates whether the program is a federal or a state funded program.
  • Citizenship - Notes whether a client must be a United States citizen, Non-Federally Qualified or Non-Qualified Alien.
  • Approval Source - This is located on Form 14-118 (Disability/Incapacity Decision) and is input on the Client Details page.
  • Medical Coverage Group - Client's may be eligible for N05 (New Adult), A01 (Medical Care Service), or other classic medical programs depending on their citizenship and the program type.

How do I screen Aged, Blind, or Disabled (ABD) Cash Assistance?

To screen ABD Cash Assistance, select the program type GA and follow the steps in Screening an Application. If a married couple are both applying for ABD Cash Assistance, you must screen an Assistance Unit for each applicant.

How do I begin processing an Aged, Blind, or Disabled (ABD) Cash Assistance Unit (AU)?

To process a pending ABD Cash AU, take the following steps:

  1. Go to the Case Actions page. See How do I access the Case Actions page in ACES 3G?
  2. Complete the interview following the steps in How do I initiate and complete an intake interview?
  3. On the Assistance Unit Detail page, complete the Financial Responsibility fields as follows:
  • Applicant (PN) for the Head of Household (HOH).
  • Ineligible Spouse (SP) for the non-applying spouse. For married couples who are both applying, see Case Specific Situations - ABD.
  • Non-Member (NM) for all other household members. 
Note: Only one household member can have a Financial Responsibility of Applicant (PN).
  1. On the Client Details page, in the Living Arrangement field enter the [appropriate valid value]. For additional information on ABD clients receiving Long Term Care services, see Apple Health eligibility manual - WAC 182-513-1315 General eligibility requirements for Washington Apple Health long-term care programs.
  2. Complete the interview following the steps in the Interview chapter.
Note: The AU must remain pending until the disability/incapacity determination has been received from a Social Worker. For more information, see EAZ Manual - Incapacity and Disability.

How do I process a pending Aged, Blind, or Disabled (ABD) Cash Assistance Unit (AU) once the disability/incapacity approval has been received?

To process a pending ABD Cash AU after receiving the disability/incapacity approval, take the following steps:

  1. Go to the Case Actions page. See How do I access the Case Actions page in ACES 3G?
  2. Complete the interview following the steps in How do I initiate and complete an intake interview?
  3. On the Client Details page, complete the following fields in the Disability/Incapacitated/Psychiatric section:
  • Disability/Incapacity Type field - Select the appropriate disability/incapacity code from the drop down list.
    • Coding in this field determines the Program Type and Medical Coverage Group.
  • Approval Source field - Select the approval source from the drop down list.
  • Approval Date field - Enter [the ABD cash approval effective date].
  • Established Date field - Enter [the established date].
  • End Date field - Enter [the disability review date].
    • The disability/incapacity end date is established by the Social Worker and for new applications this date must be more than 90 days from the date of application.
Note: The disability/incapacity end date is established by the Social Worker. For new applications this date must be more than 90 days from the date of application.
  1. On the Review page, enter the [date the client met all of the eligibility requirements] in the Eligibility Established Date field.
  2. To finish processing the request for benefits, follow the steps in How do I complete Finalize Application?
