ADSA: ICF/IID 2013-004
CR-101 FILED TO PROPOSE AMENDING SECTIONS
OF CHAPTER 388-111 WAC
Dear ICF/IID Administrator/Superintendent:
The department is considering amending sections of Chapter 388-111 WAC (Residential Habilitation Centers – RHCs) to comply and be consistent with newly passed state laws including:
- Senate Bill 5510 Vulnerable Adults - Abuse; and
- Substitute Senate Bill 5077 Statutes – Gender-Neutral Terms.
The department is also amending rules to comply with Substitute House Bill 2056 Assisted Living Facilities, (Chapter 10, Laws of 2012) passed by the 2012 legislature.
Amendments are also being made to comply with federal law regarding language used in Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) regulations.
Highlights of the intended changes include:
- Amending the definition of the term "neglect;"
- Replacing the term "boarding home" with "assisted living facility," and
- Changing the term "Intermediate Care Facility for Persons with Intellectual Disabilities (ICF/ID)" to "Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF/IID)."
The enclosed CR-101 document was recently filed with the Office of the Code Reviser;

Please check the ALTSA website often as we will be posting draft language for review and comment before filing the CR-102.
