The Developmental Disabilities Community Services division follows laws established in the Revised Code of Washington. The laws are interpreted by Washington Administrative Code.
Revised Code of Washington
The Revised Code of Washington are statutes enacted and amended by the Washington State Legislature. The developmental disabilities statutes are under Title 71A RCW.
Washington Administrative Code
State agencies adopt rules to implement state and federal law. These rules are called Washington Administrative Codes. A rule is an agency interpretation of a law. It sets regulations for the agency and the public and has the effect of law. Rules are adopted according to the rulemaking process in Chapter 34.05 RCW.

- DSHS Rules and Policies Assistance Unit – The office that supports all administrations within DSHS engaged in rulemaking.
- DSHS Semiannual Rulemaking Agenda – The Rules Coordinator’s list of DSHS rulemaking activity over a six-month period.
- DSHS Washington Administrative Code – All Title 388 WAC (all DSHS rules).
