Home and Community Based Waivers (HCBS)

The Developmental Disabilities Administration (DDA) offers five Home and Community Based Services (HCBS) Waivers:

Each of the five waivers provides an array of services tailored to the specific populations they serve. Waiver services provide additional support when Medicaid state plan services and other supports are not sufficient.  For more information about the waiver program, go to the Services and Information Request form, contact your Case Resource Manager, Social Worker, or regional DDA office.

Current Approved Waivers

The Centers for Medicare and Medicaid Services have approved DDA’s five HCBS Waiver Appendix K applications.  Appendix K provide the state flexibility in existing waiver programs.

Summary of Changes in Approved Waiver Amendments effective 01/01/2025

  • Added Foster Care group to waiver eligibility.
  • Updated assessment tool Supports Intensity Scale-A to Supports Intensity Scale-A 2nd Edition.
  • Added Life Skills as a renamed service for Specialized Habilitation with no change to service definition.
  • Added Stabilization Services – Life Skills as a renamed service for Stabilization Services – Specialized Habilitation with no change to service definition.
  • Added point-in-time capacity to Basic Plus waiver from 13,000 to 13,400 participants for waiver years 3-5.
  • Updated qualifications for Case Resource Managers and Social Services Specialists by removing the Bachelor’s degree requirement in accordance with SHB 2216.
  • Added University of Washington as a contracted entity who will administer the in-person National Core Indicator®-Intellectual and Developmental Disabilities survey.
  • Revised Transportation service definition and limitations to remove prohibitions against bus passes and add taxis and public transit as service providers.
