Foster care expenditures have far exceeded budget projections in the first two quarters of the 1987-89 biennium's. This analysis of available data was undertaken to identify reasons for increased foster care expenditures. The Data Analysis Section, Office of Research and Data Analysis, reviewed three biennia (1981-1987) of available caseload and expenditure data in foster care and related Family and Youth Services, Mental Health, Developmental Disabilities, and Juvenile Justice programs. Two components of the increase in foster care expenditures over the past two years: increases in the number of children in foster care, and increases in expenditures beyond those accounted for by the increasing number of children.
